Ahead of the 2025 Louisiana Legislative Session, the Pelican Institute for Public Policy today released new polling showing that over two-thirds of Louisiana voters are concerned state government is spending too much money while more than 6 in 10 support reforms to limit the growth of state government over time.

“Louisiana voters are clearly ready for a leaner, more efficient and citizen-focused government,” said Pelican CEO Daniel J. Erspamer. “By taking bold action to streamline state spending and provide additional tax relief, lawmakers can meet this moment with solutions that promote growth across all sectors of the economy and allow taxpayers to keep more of their own money.”

Pelican Pulse, a statewide survey of more than 800 Louisiana voters conducted by Cor Strategies from March 25-28, 2025, also found school choice enjoys broad support across political lines, with 52% of voters overall in favor of giving families the ability to choose public school options beyond their assigned zip code. Additionally, 61% of voters surveyed agree the legislature should fully fund the LA GATOR Scholarship Program.

“Families across Louisiana are speaking up—they want real choices, not zip code limitations,” said Erin Bendily, Pelican’s Vice President for Policy & Strategy. “With strong support for public school choice and the LA GATOR Scholarship Program, it’s clear that lawmakers have a mandate to expand education opportunities and put students first.”

The poll, which was released at the Pelican Institute’s 2025 Solutions Summit, also found: 

Broad Support for Tax Reform: Voters largely back tax relief, with 56% supporting last year’s income tax cuts and 55% wanting more reductions for families and businesses.

Rising Insurance Costs Concern: A significant majority of respondents, 74%, reported higher auto insurance premiums over the last year, while 54% strongly agree lawsuit abuse drives these costs.

Pelican Pulse is a new statewide polling initiative from the Pelican Institute, which will regularly survey Louisiana voters on key issues and track changes in public sentiment over time.
