Summary
The current constitution is one of the longest and most complex in the country and is an obstacle to personal freedom, economic growth, and competitiveness. It memorializes issues, particularly budget matters, best left to statute and limits the ability of legislators to address the budgetary challenges the state faces today. HB 800 calls for a limited constitutional convention that would preserve Louisiana’s structure of government and fundamental rights and move the extremely detailed provisions in the document to statute. This would allow the legislature to adopt innovative solutions to the state’s current financial problems, and the flexibility to respond to unanticipated future circumstances.
